How you make a difference in this role:

This position will also serve as OEP's lead for the multi-layer Accounts Payable process (submittals, reviews, approvals, tracking, reporting). The position is in the TDEC Central Office in Nashville, reports to the OEP Deputy Director for Operations, and is eligible to work from home on scheduled days.

Job Overview:

TDEC OEP seeks an Administrative Services Manager /Compliance & Procurement Specialist to oversee OEP, sub-recipient, and vendor compliance with numerous state and federal requirements regarding procurement of goods and services, prevailing wages / labor standards, government contracting, and required audits.

Key Responsibilities:

  • Manage OEP procurement of goods and services in compliance with applicable State and federal procurement rules and requirements, including suspension and debarment procedures.
  • Serve as the office's Accounts Payable lead regarding review and payment of invoices, sponsorships, association dues, and subscriptions.
  • Maintain or develop subject matter expertise regarding federal Build America / Buy America, Davis Bacon Act, and Contract Work Hours and Safety Standards Act requirements.
  • Track procurement-related compliance of OEP sub-recipients and vendors and participate in sub-recipient monitoring (desktop or onsite).
  • Provide technical assistance to grantees/sub-recipients, vendors, service providers, and contractors.
  • Assist with management audits of OEP by federal Office of Inspector General, State Comptroller of the Treasury, TDEC Division of Internal Audit, U.S. DOE, and U.S. EPA.

Required Experience:

  • The position requires a minimum of three years of experience managing procurement activities, accounts, or budgets; writing technical documents; and program or project management.
  • Applicants must possess a bachelor's degree in a related field such as public administration, planning or development, law, business, accounting, finance, or supply chain.
  • Applicants must also have a proficient knowledge of Microsoft Office 365, including intermediate proficiency with Excel.
